SENATE CONCURRENT RESOLUTION NO. 33

Requesting the joint committee on government and finance to conduct a study of the use of corporal punishment and its effect on juvenile misconduct within West Virginia's school system in order to regain order and discipline.

Whereas, With reports of students blatantly defying our teachers with any attempt to discipline them for their wrongdoing and causing many teachers within our school system to fear the very students they are attempting to educate; and
Whereas, With reports of students bringing weapons to our schools, causing fear among not only our teachers, school administrators and service personnel but also the students they are charged to protect; and
Whereas, It is time to put our teachers, school administrators and service personnel back in charge of our schools in order to preserve the right of all of our students to obtain an education without interference from the misconduct of a few students; and
Whereas, It is the Legislature's responsibility to protect the citizens of West Virginia and to preserve the right of all our students to obtain an education and to preserve the rights of our teachers, school administrators and service personnel to perform their duties without fear; therefore, be it
Resolved by the Legislature of West Virginia:
That the joint committee on government and finance is hereby requested to conduct a study of the use of corporal punishment and its effect on juvenile misconduct within West Virginia's school system; and, be it
Further Resolved, That the joint committee on government and finance report to the regular session of the Legislature, 1997, on its findings, conclusions and recommendations, together with drafts of any legislation necessary to effectuate its recommendations; and, be it
Further Resolved, That the expenses necessary to conduct this study, to prepare a report and to draft necessary legislation be paid from the legislative appropriations to the joint committee on government and finance.
